How did you find the answer

OK, I'm new to DXL. So this is probably an easy question and I would like to know where you found the answer, please, if you are willing to share.

My question is what value does the system attribute "Last Modified On" contain if it was never changed in any way from it's initial creation ?

That non-user-access attr value is updated to right-now when the object is deleted or undeleted or when an attribute with "change dates" properties of the object is modified. Don't recall if "move" updates it.
